Bring your passion for what you do and join the Science Operations and Engineering Division (SCOPE) team at the Space Telescope Science Institute (STScI). STScI is the science operations center for several NASA missions. SCOPE is responsible for preparing, planning, and scheduling the science, engineering and calibration observations for the Hubble Space Telescope (HST), the future James Webb Space Telescope (JWST), launching in 2021 and Nancy Grace Roman Space Telescope (Roman), launching in the mid-2020s. You will work with a team that is passionate about the work they do in supporting scientific discovery by astronomers from around the world.

The Proposal Definition Tools (PDT) Team

STScI is looking for a PDT Team Manager to provide leadership, supervision, technical direction, staff development, and mentorship to a diverse team of software engineers, and test engineers. We are looking for a strong background in software application development and staff management.

The PDT team is responsible for the development, design, support and operational maintenance of two software applications. The Exposure Time Calculator (ETC) application provides observatory users with the ability to determine the exposure times needed to achieve the necessary signal to noise to perform the desired science. The Astronomer’s Proposal Tool (APT) application allows users to prepare their science, calibration, and engineering programs. APT also supports program changes throughout the program’s life-cycle. 

Proposal Definition Tools Manager Job Responsibilities.

  • Manage a diverse team of 16 software, database, and test engineers working in an agile environment
  • Evolve the APT and ETC tools to meet the current and future needs of the astronomical community
  • Provide project management including coordination, planning, and progress reporting
  • Provide functional management including recruitment, mentorship, and career development
  • Establishing goals and track expected results to completion for team members
  • Develop, maintain, and support continuous improvement activities for the team
  • Support a broad community of stakeholders, operations and science users

  • BS/BA in Engineering, Computer Science, Astronomy, Physics, or a related scientific or technical field
  • 10+ years of progressive technical, management, and leadership experience including team leadership
  • 10+ years of software development experience
  • Software engineering experience including agile
  • Demonstrated experience with modern software techniques such as automated testing, Continuous Integration and Continuous Deployment (CI/CD)
  • Good working knowledge of software development tools
  • Demonstrated highly effective communication skills
  • Experience understanding and managing customers’ needs and expectations
  • Demonstrated project management experience
  • US citizen or Permanent Resident

  • MS/MA or PhD in Engineering, Computer Science, Astronomy, Physics, or a related scientific or technical field
  • Knowledge of astronomy
  • Experience with working to accessibility and security compliance standards
  • Experience cloud software architecture. Amazon Web Services (AWS) is a plus
